Discription of Events: Guy claims to be Handicapped, but he is a CONSTRUCTION Worker, he owns his CONSTRUCTION company but claims to be Disabled. He was not DRIVING like a Handicapped disabled person. He was SPEEDING down the road. Then parked in a Handicapped parking spot and lifting up a bunch of heavy construction equipment.
