Discription of Events: Male driver was in the middle of the road in a parking lot. Had to go around him since he was on his cell phone. As soon as my vehicle stopped. Male driver came around to only yell out his window with rage. Driver proceeded to go to a stop sign to once again to block the road and when he left he cut off a Honda SUV who was pulling out. Did not use his blinkers either.
