Discription of Events: Old falling apart Ford explorer being driven by a african american male in mid 20 to 30ish. Barely stops at red light while cross traffic is flowing through intersection. Runs through red light to turn into cross traffic. Proceeds to Speed up and slam on breaks as he almost rear ends the vehicle infront of him. He does this for several miles. Weaving all around the lane including into other lanes.
