Discription of Events: Incident occurred on 1/15/2019 ~9:15 a.m. Right lane was closed on due to construction. Car cuts in front of other cars that had been waiting for a long time for traffic to move. When traffic moved, the car was also speeding and would cut back and forth on the left or right lane in front of cars that were within the speed limit.
