Discription of Events: Ran a red-light as car #2 on Pebble was making a right turn. No collision, but the car that turned on to Pebble switched lanes, and slowly went up to speed limit (45). Car that ran the red light attempted to race, and proceeded to follow car #2. Car #2 switched lanes onto a turning left lane, and allowed the driver to pass. Car #2 was behind the driver due to the destination and road that was needed to take. The speed limit is 35, driver in front was messing with car #2 and stayed at the same speed limit as the truck in the right lane. Car #2 just wanted to pass, but attempted failed.
