Caucasian guy in his 60\'s, about 200 pounds, recklessly failing to signal while entering community complexes and taking it upon himself to park on main roadways directly in front of his apartment, for months on end, for convenience sake rather than using delegated parking spaces -- Vehicle obstructs other traffic-goers and emergency vehicles to where a fire truck would barely have free passage if at all on this narrow roadway. \r\n\r\nGuy figures the roadway in front of his apartment is a free for all, any time, any day. He\'s too lofty and lazy to use parking spots, and before exiting his vehicle after the illegal parking job he looks sneakily at pedestrians as they walk by hoping they don\'t observe his dragging antics. Guy\'s been at it for months and months, goin\' on more than a year.
