This individual passed a line in the turning lane before swerving to the opposite side of the road, cutting in front of another vehicle that was in the middle of turning. There was a close collision. This caused a stop in the middle of the road for a few moments.

Reckless driving. Sped up intentionally around drivers, would be very close on the back of cars, almost hit me when right lane ended and you had to merge over because they wanted to pass everyone. They cannot possibly drive the normal speed limit and have to zoom around everyone else because their lives are more important apparently.
