Refused to yield on a steep hill

Driver did not care about cross traffic on Devonshire St. between Balboa and Petit. They needed to cross Devonshire St. to get to the other side parking lot, I had to hard break, opposite traffic stopped as well, 4 lines were waiting until this individual with passenger cross the street on their white Ford.
