I was sitting inside a restaurant right next to a bridge with lots of homeless people, this car came and parked right under the bridge and people started getting into this car and smoking meth, the driver was holding a pipe with a bulb at the bottom and using a butane torch to smoke, he continued to pass it around the car and then leave, which meant he was driving under the influence.

Speeding through a 20 mph zone next to a park, tailgated me, flashed brights, passed me and began weaving and speeding estimated 15 mph over speed limit.

Driver was behind me and one other car, when the light turned green, they got into the parking lane on the right and tried to speed up to pass us both. Had to slam on their brakes to avoid hitting the parked cars in front of them.

He was a white male driver with very short blonde hair. He used the bus lane/far right turning lane at multiple intersections to pass other drivers in the legal left lanes while blocking right turning vehicles.

On october 26th 2021 my car and all of its contents was stolen from the Aurora Oaks Enhanced Shelter at 16357 Aurora Ave N Shoreline Washington. The Honda detailed is owned by one "Vitaliy Yagolnikov", whos car was present during the theft and also followed my car out of the parking lot. This was captured on video. From the police report that car and plate are involved in a long series of crimes via the Linx Database. Vitaliy also has an extensive criminal record.

Driver was on phone weaving in and out of lane, flipped me off and road raging, threw objects out the window and at one point held up what looked to be a weapon.
