He nearly caused a chain effect of accidents that would have left multiple people injured. He was inciting verbal threats and violence with his demeanor when driving. This mans driving was endangering to all those around him.

Male driver was in the middle of the road in a parking lot. Had to go around him since he was on his cell phone. As soon as my vehicle stopped. Male driver came around to only yell out his window with rage. Driver proceeded to go to a stop sign to once again to block the road and when he left he cut off a Honda SUV who was pulling out. Did not use his blinkers either.

He was tailgating me all the way down NE Atlantic Ave and Warwick road. He kept speeding up and I was doing the speed limit which was 25 on NE Atlantic and 35 on Warwick Road where I was. He was in a rush and sped off in some apartment complex.
