Tried passing on the right but there was literally nowhere for him to merge in the left lane. He ran out of road, went over a gorepoint, and had to come to a complete stop. Using center median lane to bypass traffic on HWY 4 CA. Passed as many cars as they could before merging back with HOV lane. Non-emergency use. as they kept merging back into HOV instead of driving with flashes all the way.

Made a u-turn in a left turn only lane which totally cut off oncoming traffic (me) leaving me with only the option to slam my brakes or swerve around him. He clearly knew he was not going to have time to complete his maneuver yet made no attempt to hustle or hurry out of the way. He proceeded to do about 15-20 under the speed limit afterwards.
