Discription of Events: The 2008 Toyota 4Runner was observed traveling along West Thomas Road in Phoenix, Arizona, 85015. The incident occurred between 8:50 P.M. to 9:10 P.M. Arizona Time on November 17th, 2018 on West Thomas Road just before the entrance to Interstate-17 North. Possible VIN number is JTEBU14R58K028531. I observed the driver of the 2008 Toyota 4Runner traveling faster than the speed that I was traveling at after I exited the apartment complex and entered West Thomas Road WESTBOUND to head to Interstate-17 North and the driver stopped way too closely behind me and did not even leave space between my vehicle and his. Then, I observed the driver accelerating going over the speed limit. Driver weaved through traffic like a madman.
