Discription of Events: Witnessed this a-hole almost run over a group of pedestrians trying to cross the street. Tried to look inside, he had way over the legal tint limit, and the only thing I saw was the bright screen of his phone. Another thing, I doubt his license plate was real. I didnt have the sticker at the upper right hand corner and the plate looked much different than an NC plate, but it had NC in weird lettering and no top lettering. Cops need to bust him.
