Discription of Events: Male caucasian fellow in black colored 2012 Nissan 370Z -- Rhode Island plate 1HT994 -- has been racing around in this vehicle blaring a loud exhaust that emits loud bomb type sounds from the rear. The fellow has been racing around neighborhoods all hours of the day and night including during school pickup times and drop-off times.
