Discription of Events: Driver kept engine running while refueling at Cherry St. Cumberland Farms in Milford, CT despite being notified that doing so is a violation of state law. He then proudly admitted to the practice at every previous fill-up in his driving history. He also did not remain at the pump while fueling and propped the dispensing handle open with an unapproved device while he washed his car windows. I was at the pump in front of him while all this was occurring and did fear for my safety. I will not be purchasing gas from that particular station again since they do not have attendant call buttons on each pump.
