Discription of Events: The persons name is Tyler Joseph Colwell. He was texting. Driving 85 in a 35 mph zone. He also flipped off multiple people he passed by. He cut in front of a truck and argued with the driver and flipped them off with his left hand out the window. No seatbelts on. The plates did not have tags on them.
