Discription of Events: Black male driver was was impatient beeping horn at other motorist, driver went through a stop SIGN and failed to stop. Driver continued to keep his horn. Driver appeared to be under the influence of drug Paraphernalia or alcohol due to the way he was driving. Driver looks like he was distracted by a HAND HELD DEVICE, TEXTING. Driver is a dangerous driver.
