Driver seemed to be driving under the influence of either drugs or alcohol or both. Warning stay away from this crazy driver. Last seen in the Elizabeth City, NC area on Highway I-87 NORTH / Ocean Highway 17. Driver is seen multiple times a day up to 20 times a day DRIVING crazy. May be under the influence and watch out may be transporting drugs. Law Enforcement should check this individual out when located or spotted. Driver has history with out of state DUI, and RECKLESS CHILD ENDANGERMENT.
