Discription of Events: Going below the speed of traffic in the left lane then speeding up to block other drivers who attempt to pass from the right, then slowing back down when they merge behind him. This happened repeatedly with several different drivers. Driver also lane weaved when someone did get in front of him, going at least 90mph.
