Discription of Events: When I lived next to this vehicles owner they would park inches away from my car in an illegal no parking zone so I could not leave for work or in the event of an emergency. Had to call the police multiple times to simply leave the road with my vehicle. Can never got to tickets because they are a cop or security guard for cops/prison gaurd. So I guess if you are a cop or prison gaurd there are no laws and you can park in a no parking directly against another person's car so if they move at all it looked like you've hit them.
