Discription of Events: They were caring a trailer behind them, on the flatbed trailer was a dog chained and force to stand up. This happened on the highway eastbound. The dog did not look okay and was not comfortable. He was standing on all fours with his neck pulled down by the harness. It was a flatbed trailer so there was no protection around the animal.
