Discription of Events: This driver was speeding through a residential plaza and pulled into a Burger King parking lot and parked basically on top of another car, I witnessed it while I was parked a car down from them. He was far outside his parking line the other driver couldn’t even access his car door because of the recklessness of him. When asked to move his car he started a whole scene and sped off on his phone while driving.
