Discription of Events: Male driver in brown Dodge Ram with Rhode Island plate "PROCUT" blocking restaurant goers at the breakfast place bordering Rhode Island Resource Recovery. Waited and waited to leave exit from our parking spot while the bullying fellow just sat there knowingly blocking restaurant goers from leaving their parking spots. Center-of-the-world character was parked in the main entrance/exit lane with his running vehicle, just sitting there and sitting there blocking visitors. Subsequently saw the same character driving his vehicle southbound on route 295 speeding in the left lane, same PROCUT Rhode Island license plate.
