Discription of Events: While experiencing heavy rain, the driver of this vehicle cut me off twice. The first time he cut me off I honked my horn for a decent amount of time to warn this driver that he was driving dangerously. The second time he cut me off he did it on purpose knowing that I was still behind him. I worry that this driver will cause an accident in the future being that it was very rainy and your are suppose to drive with more caution when the roads are wet.
