Discription of Events: Tailgating...then pulled out in front of the person he was tailgating, stop and got out his car. Along with the girl that was with him. He then followed the car that he was tailgating. At one point made it seem like he wasnt following anymore just to park on the side of the road and wait. Then he processed to stand out in the middle of the road with on coming traffic from both directions. The guy was wearing a bright yellow shirt with black shorts, brown/red hair with a red beard. Probably about 5 10".
