This morning the driver drove on W Las Positas heading toward Foothill Rd then toward Bernal Ave. Weather condition was pouring rain. Driver used windshield wipers, but both of their headlight were broken. When the driver used his brake to slow down his taillight lit up. IF you use your windshield wipers YOU must turn on your headlights too, but if headlight are broken this guy drove illegally and very unsafe especially on a 2 lane road such as Foothill Rd. This happened on 1 Feb 2019, 7:43AM at the intersection between Senter Rd. and Sylvandale Ave, San Jose, CA. This also happens to be an area with multiple schools. We were supposed to drop off our children when this event happened. He tried to take us off the road multiple times by swirling in and out between the traffic lanes.
