This morning the driver drove on W Las Positas heading toward Foothill Rd then toward Bernal Ave. Weather condition was pouring rain. Driver used windshield wipers, but both of their headlight were broken. When the driver used his brake to slow down his taillight lit up. IF you use your windshield wipers YOU must turn on your headlights too, but if headlight are broken this guy drove illegally and very unsafe especially on a 2 lane road such as Foothill Rd.
