Driver pulled out onto East Harry street, leaving 3/4s of her car in the road stopping when she realized there was oncoming traffic. Made no attempts to reverse or leave oncoming traffic's flow and required other drivers to maneuver around her. She then proceeded to make an illegal lane change with no blinker nearly hitting another vehicle.
