Discription of Events: 10/17/2021 - Eastbound from Fremont to Waterloo truck was speeding up and slamming on the brakes excessively not allowing others to pass. On the overpass by waterloo the truck sped up and nearly rear ended another vehicle. Each time the truck would speed up the driver would floor it which would leave significant amounts of black smoke making it difficult to see. The truck also utilized the horn which sounded more like a semi horn than a pickup horn. The driver was laughing and waving at other traffic as he taunted them.
