Discription of Events: Driving East on College Blvd, after just passing HWY 69 on College, he took handfuls of shredded paper and intentionally let it disperse out his window at least three times, once just as we just passed Indian Creek PKWY. He seemed to be trying to casually disperse the paper along the road, but it was quite obvious, though bizarre (I reviewed my dash cam video for confirmation).
