Discription of Events: Was driving, the car cut off multiple cars on oaky in a two way street, was swerving over lines almost hitting others cars, and ran over a traffic cone. Also dark tint not allowing to see the person inside. Almost ran over a pedestrian while having the right to cross considering the lights for walking were on.
