Discription of Events: This guy was swerving at multiple cars, ran 2 off the shoulder. Giving people the finger and shooting at them with his fingers. Ran the red light and blew through stop signs. Was purposely trying to have other cars rear end him by slamming on his brakes. Guy was either drunk, on something or a mental case.
