Discription of Events: License plate from Arkansas had a disability sign on it. Disability permit was hanging out. But the person who came out did not look disabled at all and was not parked in a disabled parking spot. Young person looked between 17 and 22 years of age. Was smoking in an undesignated area at Joe Albi Stadium as someone was passing by and had to smell the smoke. Person walked over 500 feet.
