Discription of Events: I was in the straight lane. He/she was in the “LEFT ONLY” lane. The light was red. Right before the light turned green, as my foot was moved onto the gas pedal, he/she quickly sped around me and went straight, both blowing the red light and breaking the “LEFT ONLY” rule. He/she had been blasting music loudly, and sped away well above the speed limit. As a picture was taken of the car so I could see the license plate, I also saw that the license plate was well over expired. This was more than illegal.
