Discription of Events: Wreck less driving/speeding in a quiet and calm neighborhood. Almost hitting other drivers then got mad that she had to stop at a red light and got off her vehicle and flipped everyone off. She appeared to be on something by her actions and unable to be stable as she got out her vehicle.
