Discription of Events: Seen driver on phone early in the morning Sunday 11/16/2018. Using phone while vehicle was in motion. When I honked at him he simply gave me the finger (the middle one) and continues down the road still on his phone. Driver was wearing a KFC shirt so I assume thats were he was going to KFC in heber springs. Thanks for your help.
