Discription of Events: He was next to me while getting on the highway and his lane had to merge into mine so I slowed down to let him in and I saw him texting and driving. He also crashed into the car in front of him while merging in my lane and also almost crashed into the car next to him while doing so. My friend in the car with me watched him for a minute and for that while time he did not have any hands on his steering wheel.
