Discription of Events: This was a skinny Black dude wearing a red hoodie (inside his own car), and he tailgated me from almost the time I got onto 235 from West St until he got off on exit 13 going to Valley Center. When he finally passed me, he pulled up alongside me and was looking at me and gesturing like he was saying something rude, but it was hard to tell. Plate could have been 4261ABR or 4561ABR instead of 4861ABR, but I\'m not sure. County tags were Sedgwick.
