Discription of Events: Made a u-turn in a left turn only lane which totally cut off oncoming traffic (me) leaving me with only the option to slam my brakes or swerve around him. He clearly knew he was not going to have time to complete his maneuver yet made no attempt to hustle or hurry out of the way. He proceeded to do about 15-20 under the speed limit afterwards.
