Discription of Events: Along the Pacific Coast Highway (Highway 1), the driver cut me off once. Then when the road became one lane with the occasional passing lane, the driver consistently chose to stay in the right lane driving slowly, but when I would try to pass the driver safely in the passing lane, they would immediately cut me off and switch into my lane so that I was not able to do so. Then they would continue driving a slow speed so that all other cars could not pass.
