Discription of Events: Tried to pass everyone on the big hill on Cummings Highway, and I tried to pass him when he got to the bottom because he literally pulled to the other side of the road just to see if he could pass people, and at the time I thought he was about to turn. I honked at him while passing and that caused him to nearly run me into the curb to get back into the same place he started at. I probably shouldnt have honked at him but damn.
