Discription of Events: Driver was speeding excessively and changing multiple lanes while weaving through traffic. Both on the Interstae 40 East and on Kouisiana Blvd northbound. He thought it was funny that other drivers were upset and he was laughing. He is probably on drugs. Pictures available.
