Discription of Events: Drove whole way down southbound highway 17 scrolling, looking down at his phone in his right hand while in the passing lane (and everyone had to go around him on the right!) This hwy is extremely dangerous on best of days and this guy didn't even have his eyes on the road! Worse than a drunk driver.
