Discription of Events: This man was driving on the shoulder of the road (Illegal) to get to a turn lane I was also going into. When I honked, he just flipped me off and drove by. As I observed him (Since we were going the same direction) he kept trying to get me to come closer to him (presumably to yell and continue to flip me off).
