Discription of Events: Did not have the right of way and tried to overpass someone when the lane was closing. Proceeded to honk repeatedly at the car in front and tailgating where the car let him have the lane but this reckless driver (may have been drunk) cut in front of that car. He parked in the road and got out aggressively as if he was going to break the window and continued to harass the driver of the car and spit on the hood. He was a heavily bearded white skinny man wearing neon green outfit with black sneakers and high white socks. After that the reckless driver speed off and cut in front of someone else before going to an exit.
