Discription of Events: Driver failed to merge safely heading north bound on Baldwin Rd just past Brown Rd. Their lane was ending and I was completely cut off by this vehicle, as the two lanes merge into one. I was in the left lane. This driver also passed the truck in front of me on a shoulder which is only supposed to be used if he was turning into the plaza where Little Ceasars is located. They used this shoulder to PASS someone. Very dangerous driver heading north bound on Baldwin @ approx 9:10 am!!!
