Discription of Events: I was sitting inside a restaurant right next to a bridge with lots of homeless people, this car came and parked right under the bridge and people started getting into this car and smoking meth, the driver was holding a pipe with a bulb at the bottom and using a butane torch to smoke, he continued to pass it around the car and then leave, which meant he was driving under the influence.
