Discription of Events: Middle aged dark skinned male with female passenger driving in and out of lanes on NB I75 Near Dearborn st, swerved into the construction lane, then swerved in front of me forcing me to brake and swerve to avoid being hit. Then was on the phone, throwing thing out the windows and driving erratically. At about 745AM 6/16/22.
