Discription of Events: I was trying to merge onto 35e, while having my blinker on as I was merging this navy blue mini van doesn't get over but nearly side swipes me. I'm honking at him and very upset after I get behind the van I see the plate is a state vehicle. This type of driving is unacceptable. The van had an empty lane to move over but instead almost swiped me off the road.
