Discription of Events: Aimless driving. Did not handle vehicle as if had any prior experience in driving other than know some basics. Concern over safety of others on road.\r\n\r\nRandom braking well below posted speed. Caused a huge back up of vehicles. Disengaged by turning into gas station. While fueling my own vehicle he drove past in the other direction in the same manner.\r\n\r\nWas not sure if plate was Connecticut, Rhode Island, Kentucky or Minnesota. Plate top and bottom were covered by a large bracket.
